The City Council voted to bond for $67 million to relocate Department of Public Works (DPW), Jersey City Incinerator Authority (JCIA) and Municipal Utilities Authority (MUA) from 575 Route 440 on the West Side to at 13-15 East Linden Ave.
The plan will make way for Bayfront Redevelopment, with 8,000 residential units and 1 million square feet of retail space along the West Side near the Hackensack River on Route 440. Relocating the complex to Linden Avenue would allow Honeywell International to begin the $23 million chromium cleanup under the terms of a legal settlement.
Councilman Steven Fulop voted against the move, noting that he supports the project, but not bonding. Councilwoman Viola Richardson abstained.
“While we have a lot of working families in construction trades out of work, I also know people cannot pay their tax bills. This is not about supporting the project,” Fulop said at the June 23 City Council meeting, noting that the city already has $360 million in bonds.
Councilman Mike Sottolano said the plan would produce tax revenue and growth. “It will change the landscape of the West Side,” Sottolano said.
Councilman David Donnelly agreed. “It’s the key to unlocking economic development on this West Side. This is our chance.”
Councilman Peter Brennan said it will “take the trucks off Route 440” and provide for a light rail extension for residents when housing is constructed there.
“In 20-30 years, this will provide $52 million a year in ratables,” Brennan said of the Bayfront redevelopment plan.
Resident Esther Wintner warned that the city is going deeper into debt. “It’s reckless, it’s careless and it’s unconscionable,” Wintner said.
